A medical-marijuana advocacy group has taken the first step toward putting regulations for medical-marijuana dispensaries before state voters.
Sensible Colorado, a medical-marijuana patient-rights group, filed the proposed ballot initiative Thursday. The initiative would create less strict regulations for dispensaries than state lawmakers are considering.
For instance, the ballot initiative would require that medical-marijuana dispensaries and growing operations be licensed and have basic security systems. Cities and counties would not be able to ban dispensaries.

Medical marijuana’s support among voters in New York State is so solid that even a substantial majority of Republicans favor its legalization, according to a Quinnipiac University poll released Thursday. The poll found that 71 percent of voters supported medical marijuana, including 55 percent of registered Republicans. Dr. Dan Morhaim, a state delegate in Maryland, will propose a broadening of the use of medical marijuana in next year’s legislative session in Annapolis, according to The Gazette.
Morhaim’s proposal would be set up similar to the state’s slots legislation. Companies that want to grow the plant would have to bid for a license and be regulated by the state to ensure it is being done in a safe location and properly manufactured. Michigan voters’ approval last year of a law permitting medical marijuana use has created a fledgling cottage industry of marijuana growers and a growing number of patients who want a share of their crop.
Since Michigan issued rules in April for the distribution of medical marijuana, state health officials, law enforcement and zoning officials have been struggling to adjust.
To date, the Grand Rapids Press reports that Michigan has issued 6,439 patient registrations and 2,686 caregiver registrations permitting those people to legally grow pot.
